Katrina 8 years later. What would appear to be an overgrown rural road. In a tale of two cities, the hardest hit neighbourhoods struggle to revitalize and return. Many half finished or blighted properties and vacant overgrown lots remain dotted throughout the landscape with limited new construction projects. Residents who have returned complain of limited services, infrequent police patrols, high crime rates, rampant mosquitos and uncontrolled vermin.
